Land Development Engineering & Surveying, Inc. (LDES) is a multi-disciplinary firm founded in 2004 by Ramon Llanos, P.E., and Kyle Haggith, P.L.S. The various professional services we provide include Land Development, Civil Engineering, Construction Management, Land & Construction Surveying, Stormwater Management, and Drafting.  LDES is a Native American and Minority-Owned Business Enterprise (MBE/DBE Certification # D6M8019910).

Ramon Llanos

Design Engineer & Project Manager

With over 20 years of experience as a certified Civil Engineer, Ramon has provided land development, engineering and construction management services for both private developers and public agencies.

Born and raised in Peru, Ramon has vast engineering experience in diverse international academic and professional settings. He obtained his Engineering Bachelor’s degree in 1986 from one of the most prestigious colleges in South America, the University of Lima, in Peru. Due to the political unrest experienced in his home country during the 80s, his family decided to move to Vancouver, Canada, in 1989. Ramon then enrolled in the British Columbia Institute of Technology in the Civil and Structural Engineering program. In order to continue his engineering training, he decided to pursue a Master’s degree in Civil Engineering from the University of British Columbia, which he obtained in 1992.

Ramon’s experience includes municipal, commercial and residential engineering. His Master’s Degree education focused on project and construction management. As a licensed Civil Engineer and throughout decades working in the industry, Ramon has proven to excel and successfully fulfill every professional challenge encountered. His record of successful project delivery has demonstrated his thorough knowledge of local, state and federal requirements as well as his ability to manage any project from start to finish.

In 1993 and after thorough consideration, he decided to move with his wife from Vancouver to Bellingham, and established LDES in 2004 along with business partner Kyle Haggith.

Throughout the years, Ramon has designed and managed a wide range of projects including public infrastructure that involved road and storm drainage design, as well as providing development design services for over 1000 lots in the Whatcom County area.

As LDES's Project Manager, Ramon oversees the outlining of engineering plans, construction documents, specifications, estimates, scheduling and inspection for each project.  Change order and submittal review and processing are also among his typical executive duties.  Due to his commitment to project success and meticulous attention to detail, Ramon opts to personally interact with each client in an effort to maintain a strong line of communication, monitor consistent high quality services, and provide immediate solutions as project-related challenges arise.

His extensive experience includes a record of successful compliance with detailed requirements for multi-agency funded projects including USDA, ARRA, WSDOT, WSDOE, EPA, Army Corps of Engineers, and FHWA.  Ongoing coordination with such agencies has given Ramon the necessary expertise to successfully and efficiently handle their unique requirements and procedures.

Kyle Haggith

Executive Land Surveyor

As LDES co-founder, Kyle is responsible to coordinate, implement and supervise all of our projects’ surveying operations.  With over 30 years of experience as a Land Surveyor within Pierce, Whatcom and Skagit Counties, Kyle’s experience spans a wide range of related projects —from small survey lot jobs to large scale mapping & large civil site plans.

Graduated from Bellingham Technical College with a Surveying and Mapping degree and after attending Skagit Valley College, he obtained his State Board of Registration license in 1987.  He has served as a Professional Land Surveyor for different engineering firms and specialized offices throughout the state, including the Lummi Nation Planning Department.

Before co-founding LDES in 2004 along with partner Ramon Llanos, Kyle co-owned and served as the President at Pacific Surveying and Engineering Inc. in 1989.  Prior to this, he served as the Vice President at Weden Engineering Inc. for almost a decade since 1980.

Years of experience have given Kyle the ability to successfully manage projects for private developments, State Highway Transportation and Federal contracts. He also has extensive experience with projects on tribal land throughout the state and regularly proves to be a valuable asset in coordinating survey efforts tailored to the cultural sensitivity concerns typical to tribal projects.

Certainly, he is knowledgeable in local, state and federal requirements.  Kyle has been responsible for projects in cooperation with the City of Bellingham, City of Ferndale and the Lummi Indian Nation.  He also personally interacts with each client in his oversight of projects both large and small.

Although surveying is Kyle’s primary area of expertise, his experience managing various survey projects has also involved the negotiation of environmental requirements and procedures. His knowledge regarding wetland and critical areas issues is remarkable. Kyle regularly assists our design teams in successfully negotiating the environmental permitting for most of our projects.



Haxton Way Pedestrian Path

Lummi Nation, Whatcom County

In 2011, the Washington State Department of Transportation and the Federal Highways Administration bestowed LDES with their Award of Excellence under the Special Project category for the planning and design of the pedestrian path on Haxton Way in the Lummi Indian Reservation.  As stated in the WSDOT official press release, “[this] transportation project achieved excellence in safety enhancements, construction, innovative design, environmental sustainability and community involvement.”


Silver Beach Creek Stormwater Improvements

Whatcom County

The American Public Works Association, or APWA, bestowed LDES with the Project of the Year award in 2012 for the significant stormwater improvements at Silver Beach Creek in Bellingham.  The award falls under the Environment: Less than $5 Million category.


Haxton Way & Kwina Road Roundabout

Lummi Nation, Whatcom County

The Bureau of Indian Affairs (BIA) bestowed the Northwest Safety Project award to LDES in 2013 for the outstanding planning, thorough design and completion of the roundabout that runs on the intersection of Haxton Way, the main south-north corridor in the Lummi Nation, and Kwina Road.

Lummi Reservation, Whatcom County

In 2015, the LDES team was awarded the Paving Award under the Commercial Paving Award category by the Washington Asphalt Pavement Association (WAPA). The award was bestowed for the completion of the Haxton/Smokehouse Roundabout project, which just as the Haxton/Kwina Roundabout, contributes to the county’s continuous efforts to reduce speed limit issues in the area.
